Mora
Chief Executive Officer
Basic function: Serves as the chief executive
officer, responsible to the officers/leadership and Board of Directors
for effective cost control, efficiency, and staff supervision. Recommends
and participates in board formulation of Chapter Mission, Annual Strategic
Planning, goals, objectives and related policies. Within that framework
plans, organizes, coordinates and directs the staff, programs and activities
of the Association.
Specific Responsibilities
- Establish organization structure and related staffing structure
- Establishes
administrative policies and procedures for Chapter office and Property
Management
- Recruits, hires, and administers effective personnel-which
includes position descriptions, performance standards, performance
appraisals, and a compensation system
- Manages the finances of the
Association, including preparation of an annual budget and long-range
forecasts of needs
- Ensures the legal integrity of the Association
- Staff to the Officers;
Board of Directors; Property Development Advisors; AGC Comp Trust;
NM Public Works Pension Trust; AGC/UNM Endowed Chair and as identified.
- Supervises a publications program which is responsive to the needs
of the membership
- Serves as spokesperson for the Association in conjunction
with the chief elected officer
- Supports AGC committees and staff in
assessing the impact of proposed AGC, legislative and other government
agency actions, and to develop AGC responses and initiatives
- Provides
for the development of new programs and services that will advance
the communication and leadership skills of the membership, in keeping
with the purposes and objectives of the organization
- Participates
in relevant issue activities to ensure accurate representation of
construction industry views
- Supervises and ensures the Annual Strategic
Business Plans are carried out
Internal relationships: Reports to the Chief elected
officers and has regular contact with Association staff and membership.
Receives support from Chapter staff.
External Relationships: Has regular contact with
the elected Officers and the Board of Directors and its committees
on policy matters and other issues as appropriate. Maintains personal
contact with regional, state, or chapter organizations and the general
membership to the greatest degree possible. Maintains appropriate relationships
with other associations, industry, government, public service organizations,
and vendors to enhance the image of the Association and the attainment
of its objectives. |

Horton
Director of Public Policy & Government Relations
Basic function: Plans, suggests for approval
and once approved coordinates an annual comprehensive strategic plan
to affect public policy which relates to the construction industry
in New Mexico. This comprehensive plan will include elevation of AGC
as a resource of information on issues and positioning AGC as a mouthpiece
for the industry. Additionally, this plan will consist of identifying
issues that exist due to the interaction of contractors and suppliers
with public and private entities in the conduct of their daily business
affairs which affect AGC members adversely and which can be corrected
using public policy and government relations. The Director will gather
research material from within AGC and its members and from whatever
other sources are available that will be helpful in elevating these
issues in the view of public policy makers and move the issue toward
corrective action. The Director also monitors state, local and federal
regulatory activities, which relate to the construction industry. The
Director recommends and coordinates the Association’s response
to make sure this association’s membership, is heard on key issues
and good relations are maintained with the appropriate members of government.
Specific Responsibilities:
- Responds to requests for information relating to state, federal
and local legislative issues from members and maintains a pro-active
focus on issues that must be relayed to members.
- Builds an AGC infrastructure
for implementing, stopping, and protecting our industry through public
policy.
- Attends interim committee meetings of the legislature pertaining
to industry issues.
- Works to encourage an increase in member involvement
in public policy advocacy through personal contacts with association
members, writing, example, and any other means possible.
- Monitors
AGC PAC candidate support and suggests distribution of funds to ensure
that AGC member resources are well placed.
- Monitors state, local and
federal legislation pertaining to construction related issues.
- Represents
AGC on industry code discussions and/or committees dealing with New
Mexico construction industry regulation.
- Attends meetings of the AGC
Board of Directors and AGC membership.
- Oversees the financial records
for AGC Political Action Committee by serving as the PAC Treasurer
and prepares Lobbyist reports for the state.
- Performs special projects
as assigned by the Chief Executive Officer.
Internal relationships: Reports to and works closely
with the Chief Executive Officer. Has regular contact with other staff
members.
External relationships: Has regular contact with
Rapid Response Council, AGC Officers and association members. Maintains
appropriate relationships with association members, independents contractors,
government officials, labor representatives, state legislators, and
other organizations in the industry for the purpose of advancing the
overall public policy goals of the organization. |

Margo Maher
Education & Safety Director
Basic function: Responsible for analyzing, developing,
coordinating and evaluating the chapter’s workforce educational,
safety training services and member events to ensure an innovative,
comprehensive, quality driven process that is equally accessible to
all members. Services within the scope of this position address the
needs of senior management, supervisory personnel, and craft workers
(including apprentices).
Specific Responsibilities:
- Continually assesses education and training needs identified by
various AGC stakeholders including the Construction Leadership Council,
AGC /UNM Student Chapter, AGC Education Committee, Safety Committee,
AGC Comp Trust, AGC members and Board of Directors. Assessment methods
may include conducting interviews or focus groups and creating survey
instruments. Recommends steps for improvement and increased capacities.
- Designs,
develops, and implements a Yearly Education Plan for the AGC that
includes workshops, seminars, symposia, and other educational offerings
that meet the identified education, safety and training needs of
the AGC stakeholders. Utilizes a variety of training resources for
the yearly Education and Safety Plan including AGC Chapter and National
education and training resources, local community college and university
education resources, as well as other training resources. Continually
evaluates educational and safety offerings and uses evaluation data
to make revisions or improvements to the offerings.
- Collaborates with
and provides leadership for the Apprenticeship Coordinator to determine
program direction and growth; monitors service quality levels to
registered training agents, apprentices and apprenticeship committees.
- May
serve as a trainer or facilitator in selected training offerings.
- Collaborates
with marketing and public relations functions to ensure that chapter
safety and educational opportunities are advertised and marketed.
- Acts
as lead liaison and staff support for AGC teams and committees whose
function relates to the provision of educational, safety services
and member events.
- Coordinates activities of Safety Committee including
CHASE and AGC Comp Trust, prepares positions statements on safety,
health, and environmental regulatory issues.
- Performs safety services
as coordinated by AGC Comp Trust.
Internal Relationships: Reports to the Chief Executive
Officer. Works closely with all of the staff and the elected leadership.
May occasionally have authority to oversee activities of support staff
relative to tasks assigned by the CEO.
External Relationships: Communicates frequently with
members, information and research officials of other public and private
organizations. Communicates frequently with experts in educational
and safety program subject areas, educational institutions and firms,
AGC Chapters, and individual members. |

Mara Holguin
Director of Industry Relations & Public Affairs
Basic function: This position is responsible for leading a comprehensive public affairs program that includes, but is not limited to, public relations, community relations, communications and membership marketing events, and collaboration with other organizations. Responsible for coordinating the efforts of outside consultants and establishing the strategic direction for the association’s external affairs programs and projects. Maintains a strong Labor Relations function for the Association on behalf of signatory contractor members.
Specific Responsibilities:
- Responsible for administering and negotiating labor contracts and acting as a fiduciary on the following jointly trusteed (labor and management) funds:
- Carpenters: Pension meeting (quarterly) JATC (monthly)
- Laborers: Health & Welfare (quarterly) JATC (quarterly)
- Cement Masons: Pension (quarterly) JATC (quarterly)
- Operating Engineers: JATC (monthly)
- Ironworkers: JATC (monthly)
- Bricklayers: JATC (monthly)
- Maintains day-to-day signatory labor relations & interpretation of contracts, JATC and Trust Fund issues including but not limited to policy decisions on investments, hiring of apprenticeship directors, subrogation, reciprocity of benefits, and safety incentive programs and signing of checks.
- Coordinates and facilitates quarterly meetings for the Basic Trades Signatory Contractor’s Forum.
- Together with the Public Policy and Government Relations Director, develops and maintains cooperative relations and effective strategies in conjunction with local/regional/state government entities and agencies on contracting issues of interest to members.
- Maintains, interprets, and disseminates industry-wide information through news releases, the chapter’s bi-monthly publication and the electronic newsletter.
- Evaluates current AGC communication vehicles, develops new product proposals, and oversees implementation of new initiatives.
- Oversees development and implementation of AGC-wide public affairs strategies and targets including, but not limited to, advertising, media relations and sponsorships.
- Manages chapter membership services, oversees development of membership recruiting and retention strategies.
- Coordinates, facilitates and drives the Marketing/Membership Committee and Sponsorship Technical Advisory Committee (TAC).
- Represents AGC in a variety of community-based organization related to economic development, environmental and other regulatory issues.
Internal Relationships: Reports to the Chief Executive Officer, but works closely with all of the staff and the elected leadership.
External Relationships: Communicates frequently with members, newspapers, and industry contacts. Has frequent contact with local businesses, business organizations, government agencies and the media. |

Ralph Mora
Appreticeship & NCCER Training Coordinator
Basic function: Performs all functions for the chapter consistent with compliance, procedures and recruitment relating to registered apprenticeship and pre-apprenticeship programs. Including technical assistance, training or referral to Workforce Development Director. May serve as initial contact in certain functional areas such as NCCER, training, apprenticeship and is encouraged to assist in the recruitment of new members.
Specific Responsibilities:
- Responsible for compliance with policies and procedures relating to registered apprenticeship programs on behalf of the AGC Multi-Trade Unilateral Apprenticeship Program, including: maintenance of all required records; reporting of appropriate data to State Agencies and administering enrollment process for apprentices.
- Meet with employers, instructors and coordinators to determine apprenticeship goals and needs.
- Oversees apprenticeship computer database accuracy and timeliness.
- Develops bilingual training options as needed.
- Works with public education entities to expand NCCER accreditation and increase awareness among youth about apprenticeship and careers in construction.
- Sends telephone reminder/attendance booster materials for meetings as requested by others.
- Maintain NCCER Master Trainer Credentials for self.
- Identify NCCER Sponsor sites registered in New Mexico; document contact personnel and maintain current records.
- Identify NCCER Training Unit Sites in New Mexico; document contact personnel and maintain current records; establish communication with key personnel.
- Develop marketing materials to promote NCCER materials; promote AGC Instructor Craft Training Classes.
- Recruit, Schedule and instruct ICTP class(es)
- Identify sites requiring NCCER visual/on site annual inspection; arrange travel and conduct inspections; and maintain records.
- Maintain current files on all related NCCER activity and forms.
- Develop data base of NCCER related partners.
- Responsible for NCCER compliance with policies and procedures relating to AGC’s designation as an accredited sponsor. Order training materials, coordinate billing records and manage inventory.
Internal relationships: Works closely with the Workforce Development Director and NCCER Master Trainer Apprenticeship Contacts to maintain and implement member apprenticeship services. Provides guidance in decisions associated with certified apprenticeship and NCCER accreditation.
External Relationships: Communicates frequently with members and other individuals about apprenticeship and training issues. Works daily with experts in apprenticeship program subject areas of educational and government institutions. |

Kelly Roepke
Office Manager/Event Coordinator
Basic function: Provides a wide variety of detailed
administrative, event planning and clerical tasks to ensure a reliable
and credible experience to members and all who come in contact with
the Chapter. Responsible for directing incoming communication to the
appropriate responsible staff. Responds to routine member requests
regarding products/services, registrations and/or meetings and events.
Coordinates direct mail and fax-on-demand. Supports and assists other
administrative assistants on an as needed basis.
Specific Responsibilities:
- Analyzes association business and member program services to identify
data transactions and determine the feasibility of computer support.
- Customizing computer databases, training & human resource service.
- Assists staff and members in computer usage.
- Generates special reports.
- Oversees telephone/front desk Receptionist.
- Receives and distributes incoming mail and dispatches outgoing
mail.
- Inventory & maintenance support for office and buildings.
- Maintains Chapter calendar & schedules use of conference room.
- Establishes and maintains Chapter files.
- Provides Meeting & Special event support for Chapter Directors.
- Generates telephone reminders/attendance booster materials for
all upcoming meetings.
Internal relationships: Reports to the Chief Executive
Officer working closely with her to maintain and implement member services.
Works with all Directors to provide computer support and response to
member queries.
External Relationships: Have frequent contact with
members and other individuals and organizations with whom the Chapter
communicates. |
