Committees and Advisory Groups

TO: All Members

I am taking this opportunity to let each member know that I am looking forward to 2008 and I would like to ask you for your participation in the AGC committees and technical advisory groups. We continually seek to demonstrate the value of your membership and we need your involvement to be successful.

The committees and technical advisory groups are the primary means by which all members work to meet the needs of the industry, and the needs of the membership as a whole. The committees and technical advisory groups provide grassroots contact with emerging issues and a forum for discussions of key construction industry concerns. It is through these discussions that AGC members exchange information and ideas, and provide the basis for policy change within the organization. Committees and technical advisory group members are also provided with a wealth of information on a wide variety of topics, which they utilize in their businesses and realize value-added, return on their investment in AGC. Participation in AGC’s committees and technical advisory groups is not only encouraged, it is vital to the growth and success of our Association.

A Chair and a Staff Associate, who is a member of the Chapter Staff, serve each committee and technical advisory group. The Staff Associate assists the committee in any manner deemed necessary to fulfill its function and mission. Staff Associates are encouraged to participate fully in committee deliberations and activities. The Chair is a member in good standing who is appointed by the President. Committee Chairs serve at the discretion of the President, and may be reappointed.

Committees and technical advisory groups report on policy or procedural matters within the scope of their responsibility either to the Board of Directors, or to the AGC Officers.

The work product of each AGC committee and technical advisory group varies with its stated function and mission. Services provided range from a discussion forum for members to networking with each other, to the development of product–line items designed to meet specific needs of the membership. In every case, AGC’s committees and technical advisory groups consistently deliver value and quality to our members, and to the industry.

Committee and Advisory Groups

AGC & CFMA EMPLOYEE BENEFITS SURVEY
To partner with the Construction Financial Management Association in the development of an annual commercial construction survey that will result in meaningful and useful information to construction employers in New Mexico, and to expand survey participation to incorporate data from neighboring states resulting in better and more accurate information.

AGC BOARD OF DIRECTORS
(Elected by the membership) To serve as a voting members of the board of directories for the New Mexico Building Branch, Associated General Contractors, Developing policies, procedures and monitoring financial performance and the chapter’s program.

AGC/UNM ENDOWMENT
The inception of the AGC Endowed Chair in 1984 created a lifelong partnership between UNM and the New Mexico construction industry. The specific link is between the building segment of the industry represented by the NM Building Branch, AGC and the Department of Civil Engineering, but this expands broadly across the industry and through the School of Engineering to the University as a whole.

COLLECTIVE BARGAINING
(Restricted to AGC members who have signed at least one AGC collective bargaining agreement): To negotiate collective bargaining agreements on behalf of chapter members, who assign their bargaining rights to the chapter with respect to carpenters, laborers, cement masons, ironworkers, and operating engineers.

CONSTRUCTION ADVANCEMENT PROGRAM
A private non-profit education foundation providing education and workforce development opportunities to benefit the commercial construction industry. The CAP charter was originally signed in 1989 and it has five specific purposes as stated in its articles of incorporation: 1.) To conduct and promote education and training programs for the construction industry ; 2.) To foster secondary and post secondary education in construction related fields of study, including the awarding of scholarships and fellowships etc. 3.) To promote safety and accident prevention practices in the construction industry and to conduct educational programs in connection therewith. 4.)To promote the construction industry and its image. 5.) To solicit funds from both within and without the construction industry to be accomplish these purposes.

CONSTRUCTION INDUSTRIES COMMISSION (CIC) – AGC Technical Advisory Council
Assist and provide guidance to the New Mexico CIC Division on matters related to GB & GS Licenses, Building Code enforcement and maintain liaison with other industry related organizations to ensure a responsive and effective Construction Industries Division.

EDUCATION COMMITTEE
The topics addressed by this committee pertain most directly to the education and lifelong learning needs of construction professionals working for General Contractors, Specialty Contractors and Affiliated (Service/Supplier) member firms. The committee determines AGC’s Education Calendar for the year and offers guidelines and feedback for construction-related programs in colleges and universities in New Mexico.

GOLF COMMITTEE
AGC’s Annual golf outing presents members with a premier opportunity to gather in a social setting while at the same time demonstrate support of chapter strategic initiatives. The golf committee establishes the format of the event as well as works to identify and secure sponsors.

NMCEC, AGC, AIA, AND NMSPE ALLIANCE
Established in 2000, the ACEC, AGC, AIA & NMSPE Alliance (Alliance) is a group composed of the following associations: New Mexico American Consulting Engineers Council, Associated General Contractors, American Institute of Architects, and New Mexico Society of Professional Engineers. The missions of the Alliance is: to work together to promote dialogue and positions on innovative quality designs and efficient construction services and processes in the advancement of public and private sector construction throughout New Mexico advocating, establishing, and maintaining an environment favorable to and supportive of fair public policy in our industry.

NM BUILDING BRANCH, AGC COMP TRUST
A self-insured worker’s compensation program for AGC members. Working to ensure premium stability and accountable to our participants for performance, continuing development and strict adherence to the pursuit of safety excellence.

NM PUBLIC WORKS PENSION TRUST
(Limited to participants of the Plan): Trustees oversee the Profit Sharing arrangements that meet the IRS requirements as a qualified retirement plan. The purpose of the plan is to invest the fringe benefit contributions from public works projects to provide retirement benefits for your employees while reducing administration costs for the employees and participating employers.

SAFETY AND HEALTH COMMITTEE
To develop programs which encourage and promote education on safe work practices and safety awareness on the job. To maintain member awareness of new and changing regulations.

UNILATERAL TRAINING COMMITTEE
(Restricted to AGC Open Shop Members): To meet the needs of open shop contractors by actively maintaining and promoting quality apprenticeship training in carpentry, bricklaying, concrete finishing and glass & glazing.

NM USGBC (US Green Building Council, NM Chapter)Liaison
The USGBC New Mexico Chapter is a partnership of businesses, government agencies, and individuals that want to make our state an example of environmental, economic, and community sustainability.  AGC serves on the NM USGBC and currently, Brendan Adams, of Gerald Martin General Contractor, is the AGC Representative.
